China's Wen: government debt risk "controllable" (Reuters)

BEIJING (Reuters) ? China's Premier Wen Jiabao said the nation's government debt is at an "overall safe and controllable" level, that funding for key projects would be ensured and that applying the brakes to the economy would be done in a way to avoid systemic risks.

Wen's comments, reported in the official People's Daily on Monday, were made in a speech dating back to early January at the government's flagship financial work conference.

Wen pledged to contain and defuse local government debt risks and avoid the spread of financial risks.

"Currently, our government debt is overall safe and controllable," he said.

"We are taking the issue of managing local government debt very seriously. Through clean-ups and regulation, the trend of expanding investment vehicles has been effectively contained."

China's state audit office said earlier this month it had uncovered 530 billion yuan ($84 billion) worth of irregularities involving local government debt.

But the figure is a fraction of the 2 trillion-3 trillion yuan of sour loans economists believe are buried in the 10.7 trillion yuan of debt local governments had at the end of 2010.

The scale of debt worries investors because it could rock the banking system.

Wen said China "must both actively and appropriately ease financial and fiscal risks, and also ensure the funding needs of key construction projects approved by the government."

He warned, though, against a simplistic approach to local government investment.

"We cannot simplistically hit the breaks and use a one-size-fits-all approach, and must avoid turning localized risks into comprehensive, systemic risks," he said.

Wen also vowed to "break monopolies" against private capital participation in the financial sector, promising to "relax entry to encourage, guide and regulate the entry of private capital into the financial services sector, with participation in the ownership reform, capital enhancement and share expansion of banking, equities, insurance and other financial institutions."

KABUL, Afghanistan (AP) ? An Afghan woman has been strangled to death, apparently by her husband, who was upset that she gave birth to a second daughter rather than the son he wanted, police said Monday.

It was the latest in a series of grisly examples of subjugation of women that have made headlines in Afghanistan in the past few months ? including a 15-year-old tortured and forced into prostitution by in-laws and a female rape victim who was imprisoned for adultery.

The episodes have raised the question of what will happen to the push for women's rights in Afghanistan as the international presence here shrinks along with the military drawdown. NATO forces are scheduled to pull out by the end of 2014.

In the 10 years since the ouster of the Taliban, great strides have been made for women in Afghanistan, with many attending school, working in offices and even sometimes marching in protests. But abuse and repression of women are still common, particularly in rural areas where women are still unlikely to set foot outside of the house without a burqa robe that covers them from head to toe.

The man in the latest case, Sher Mohammad, fled the Khanabad district in Kunduz province last week, about the time a neighbor found his 22-year-old wife dead in their house, said District Police Chief Sufi Habibullah. Medical examiners whom police brought to check the body said she had been strangled, Habibullah said.

The woman, named Estorai, had warned family members that her husband had repeatedly reproached her for giving birth to a daughter rather than a son and had threatened to kill her if it happened again, said Provincial women's affairs chief Nadira Ghya, who traveled to Khanabad to deal with the case. Estorai gave birth to her second daughter between two and three months ago, Ghya said. Officials did not have a family name for either Sher Mohammad or Estorai.

Police took the man's mother into custody because she appears to have collaborated in a plot to kill her daughter-in-law, Habibullah said. Ghya, who visited the man's mother in jail, said that she swears that Estorai committed suicide by hanging. Police said they found no rope and no evidence of hanging from the woman's wounds.

Boy babies are traditionally prized much more highly than girls in Afghanistan, where a son means a breadwinner and a daughter is seen as a drain on the family until she is married off. Even so, a murder over the gender of a baby would be rare and shocking if proved true.

The U.S. Embassy issued a statement Monday praising the Afghan government for recent declarations supporting women's rights in the wake of the latest abuse cases that have garnered media attention.

"The rights of women cannot be relegated to the margins of international affairs, as this issue is at the core of our national security and the security of people everywhere," the statement said. It did not address the killing of the young woman in Kunduz.

MIAMI (AP) ? Mitt Romney strode into the final 48 hours of the pivotal Florida Republican primary campaign with the confidence of a resurgent front-runner, predicting he'll win in Tuesday's voting while looking ahead to future contests.

His main rival Newt Gingrich hustled around the state, trying to rekindle the energy that lifted him to victory in the South Carolina primary on Jan. 21. He acknowledged the possibility he could lose here but vowed to fight Romney to the party's national convention this summer.

Outspent 3-1 on television advertising in Florida during the campaign's closing week, Gingrich was working the free media by chatting up reporters on Saturday and scheduling appearances on two nationally televised Sunday talk shows.

Gingrich has been under heavy attack from Romney and allies of the former Massachusetts governor. Romney had spent the past several days, including during two Florida debates, sharply criticizing Gingrich's discipline, temperament and ethics during and after his time as the House speaker in the 1990s.

Romney changed his line of attack on Saturday to refocus his criticism on President Barack Obama.

"He's detached from reality," Romney said. He criticized Obama's plan to cut the size of the military and what he described as the administration's weak foreign policy.

Gingrich's South Carolina momentum has largely evaporated amid the pounding he has sustained from Romney's campaign and the pro-Romney group called Restore Our Future. They have spent some $6.8 million in ads criticizing Gingrich in the Florida campaign's final week. Polls show Romney solidly ahead.

Gingrich planned to campaign Sunday in central Florida.

Romney had a series of rallies planned for south Florida. He was also looking ahead to the next-up Nevada caucuses and was airing ads in that state ahead of the Feb. 4 contest.

Gingrich sought to regain momentum with the endorsement of Herman Cain, a tea party favorite and former presidential hopeful whose White House effort foundered amid sexual harassment allegations.

Gingrich has been put on the defensive under Romney's withering attack. Gingrich responded by describing the former Massachusetts governor as "dishonest" and questioning his GOP bona fides.

His pledge to stay in the race suggests Republicans could be in for a long winter and spring if money continues to flow into Gingrich's campaign.

A third GOP contestant, former Pennsylvania Sen. Rick Santorum, has made an effort to campaign in the Sunshine State but trails Romney and Gingrich by a wide margin. He cancelled his Sunday events after his 3-year-old daughter Bella was hospitalized. She suffers from a serious genetic condition.

Texas congressman Ron Paul has invested little in the Florida race and is looking ahead to Nevada.

INDIANAPOLIS (AP) ? Peyton Manning and Colts owner Jim Irsay say there are no hard feelings between them.

The two issued a joint statement, saying they've had a great relationship based on respect and trust since 1998. They said they had a long talk Friday after a week of comments that suggested a rift had developed.

Manning went public this week with his frustration over the firings of coach Jim Caldwell and others after the Colts' 2-14 season. And Irsay on Thursday called Manning a "politician" who shouldn't have aired the dirty laundry.

The two say they are committed to maintaining their close relationship and working through any challenges. The Colts must decide by March 8 whether to pay Manning a $28 million bonus or risk losing him to free agency.

Gingrich ad labels Romney 'dishonest man'

WASHINGTON (AP) ? TITLE: "What Kind of Man?"

LENGTH: 1 minute

AIRING: On broadcast and cable stations in Florida.

KEY IMAGES: The ad begins with footage of former Arkansas Gov. Mike Huckabee, who ran against Romney in the 2008 GOP presidential contest, talking into the camera. "If a man's dishonest to get a job, he'll be dishonest on the job," Huckabee says.

Downbeat music starts playing. A narrator intones darkly as a blurry image of former Massachusetts Gov. Mitt Romney slowly comes into focus. "What kind of man would mislead, distort, and deceive just to win an election?" the male voice asks. "This man would. Mitt Romney."

As a series of photos of Romney from recent debates flash across the screen, a bright red "false" stamp flashes across a different picture of Romney, who appears pained.

"Romney said he has always voted Republican when he had the opportunity," the narrator says. "But in the 1992 Massachusetts primary, Romney had the chance to vote for George H.W. Bush or Pat Buchanan but he voted for a liberal Democrat instead."

The narrator continues: "Romney said his investments in Fannie and Freddie were in a blind trust. But as reported in the National Journal, Romney earned tens of thousands of dollars from investments NOT in a blind trust. Romney denied seeing a false ad his campaign used to attack Newt Gingrich. But Romney's own campaign paid for the ad ... Romney's own voice is on the ad approving the content.

"If we can't trust Romney in a debate, how can we trust him on anything?"

As the final line is read, a picture of Romney with his head bowed appears with text next to it that is superimposed over a shot of the White House. It reads, ".... and that's why he would lose to Barack Obama."

The ad signs off with "Paid for by Newt 2012."

ANALYSIS: From disappointing losses in Iowa and New Hampshire to a soaring victory in South Carolina, the level of vitriol in Gingrich's attacks on Romney has waxed and waned. After scaling back his barbs in two debates, Gingrich has seen his numbers slip. Opinion polls show a close race in Florida, with a slight advantage for Romney. This ad dramatically escalates Gingrich's attacks on Romney.

It is by far Gingrich's sharpest, most personal attack on the former Massachusetts governor to date. "What Kind of Man?" also seems to signal that Gingrich will fight bitterly for the GOP nomination.

The ad curiously begins with Huckabee, currently a TV personality and popular conservative Republican figure. Gingrich may be hoping to remind viewers that, at least four years ago, Romney's fellow presidential aspirants could barely contain their anger at him. Huckabee hasn't endorsed in this year's contest.

The former Arkansas governor quickly disputed the use of his image in the ad. In an interview on Fox News Channel's "Your World," Huckabee said he was not referring to Romney specifically in the footage and did not approve of Gingrich's use of the footage in the ad. Huckabee said he would "love for him" to pull the ad because he hasn't endorsed anyone in the primary.

As a narrator takes over, the ad makes a series of claims that Romney could justifiably dispute.

It alleges that Romney voted for Democrats when he could have voted for Republicans. While this is technically true of the 1992 Massachusetts primary, Romney has said repeatedly that he was a registered independent so he could have more influence in a state where Democrats typically dominate. Romney has maintained that he has always voted for Republicans in general elections, and voted in the Democratic primary so he could vote for a weaker candidate and improve the GOP's chances.

As Gingrich's ad asserts, National Journal did report that Romney's investments in mortgage companies Fannie Mae and Freddie Mac were not in a blind trust. And Romney's personal financial disclosure forms show he owned between $250,001 and $500,000 in the Federated Government Obligation Fund, which contained mutual-fund notes of politically sensitive Fannie and Freddie. An addendum to Romney' disclosure forms says certain assets, including the federated fund, were outside the scope of his blind trust. The investment was not on Romney's 2007 financial form, making it a relatively new one coming just as the housing and financial crises were hitting Americans full force.

Romney and his campaign have, nonetheless, denied that he had any knowledge of his large investment in the fund.

The final factual claim, that Romney says he had no knowledge of an ad from his campaign against Gingrich, is true. Also true is that Romney's voice can be heard at the end of the ad, approving its message. But there is no way to determine whether Romney saw the ad before his campaign put it on the air.

Beyond the ad's specific claims, Gingrich has chosen to take an unusually personal tone that effectively calls his opponent untrustworthy and a liar. That's a sign both of Gingrich's frustration and the high stakes. Both Gingrich and Romney believe a Florida victory could catapult them to the Republican nomination.

The ad is also a variation on a theme Gingrich has tried to push about Romney. Gingrich's campaign wants voters to see Romney as a flip-flopper and someone who will say anything to get elected. But this ad is stripped of even a patina of civility.

As Romney has done before him, Gingrich also raises the specter of a second term for President Barack Obama as the consequence of voting for his opponent. Both candidates seem to be talking past each other on the issue of electability. In Iowa and New Hampshire, Romney was viewed by voters as more electable. In South Carolina, where Gingrich jolted the race with a victory, he was viewed as the candidate with the best chance of beating Obama.

One thing both campaigns seem to agree on is Obama's effectiveness as a bogeyman in GOP primaries.

JPMorgan CEO says foreclosure deal threatened (Reuters)

(Reuters) ? JPMorgan Chase & Co (JPM.N) Chief Executive Jamie Dimon said President Barack Obama's decision to expand investigations into home lending and sales of mortgage securities could stop settlement talks with the states over foreclosure practices.

"It has a pretty good chance of derailing it," Dimon said in a televised interview with CNBC from Davos, Switzerland on Thursday.

Obama, in his State of the Union address Tuesday, said he has asked his attorney general to create a special unit of prosecutors to expand investigations into home lending and packaging of mortgage-backed securities. It is not clear how the new unit will be different from earlier investigations.

JPMorgan is the largest U.S. bank and one of the larger servicers of mortgage loans. JPMorgan, Bank of America (BAC.N), Wells Fargo & Co (WFC.N), Citigroup and Ally Financial Inc have been in talks with state attorneys general for months about settling allegations of foreclosure abuses.

The banks and states have been discussing a plan that would have the banks pay $25 billion to homeowners through reductions in principal on mortgage loans.

"I think it would be better for America if that settlement took place," Dimon said. "If this thing derails that, so be it."

Netflix customers return in 4Q; stock soars 16 pct (AP)

SAN FRANCISCO ? Netflix has regained almost as many customers as it lost following an unpopular price increase, signaling that the video subscription service is healing from its self-inflicted wounds.

Fourth-quarter figures released Wednesday show Netflix Inc. ended December with 24.4 million subscribers in the U.S., up from 23.8 million at the end of September. That gain of about 600,000 customers compares with the loss of 800,000 subscribers last summer after it raised its U.S. prices as much as 60 percent.

The uptick is a positive sign for Netflix after several months of upheaval battered its stock. The shares reversed course Wednesday, surging nearly 16 percent.

The fourth-quarter performance should help bolster confidence in Netflix CEO Reed Hastings, who was skewered in Internet forums and analyst notes for miscalculating how subscribers would react to higher prices.

A contrite Hastings had promised that Netflix would lure back customers, and so far it has been even more successful than he forecast.

"You are never as smart or dumb as they say," Hastings said in a Wednesday interview. "We know we are just beginning to climb back in terms of consumer trust and affection."

The fallout from the earlier customer defections contributed to a 14 percent decrease in Netflix's fourth-quarter earnings.

Netflix made $40.7 million, or 73 cents per share, in the final three months of last year. That compares with income of $47.1 million, or 87 cents per share, a year earlier.

Investors had been bracing for a bigger drop-off. Analysts polled by FactSet had forecast fourth earnings of 54 cents per share.

Revenue climbed 47 percent from the previous year to $876 million ? $19 million above analyst projections.

Netflix's stock soared $15.08, or nearly 16 percent, to $110.12 in extended trading. It had ended regular trading up $2.37, or 2.6 percent, at $95.04. If the rally carries over into Thursday's trading, Netflix's stock could close at its highest level in three months.

The stock still has a long way to go to return to its peak of nearly $305, which was reached in July, about the same time that Netflix announced the price increase that outraged customers.

"It's still too early to know how much success Netflix is going to have this year, but seeing those gains in customers makes investors feel safer," said Frost & Sullivan analyst Dan Rayburn.

Now that the backlash over the higher prices has eased, Netflix's biggest challenge may be fending off competitive challenges to its primary business of streaming video over high-speed Internet connections.

Amazon.com Inc. is rapidly expanding a streaming service it started last year while many analysts are expecting Verizon Communications to get into video streaming later this year, possibly in a partnership with Coinstar Inc.'s Redbox, whose kiosks already compete against Netflix in DVD rentals. Google Inc.'s YouTube also is supplementing the amateur video on its site with more content from movie and TV studios.

Netflix, which is based in Los Gatos, Calif., also must navigate an international expansion that will saddle the company with a loss this year.

Those losses can be pared if Netflix can keep accelerating its customer growth.

The company forecast that it will add 1.7 million U.S. subscribers to its Internet video streaming service. That would be in line with how many streaming subscribers signed up in last year's first quarter.

Netflix ended 2011 with 21.7 million streaming subscribers in the U.S. and another 1.9 million in Canada and Latin America. This month, Netflix introduced streaming plans in the United Kingdom and Ireland, too.

Most of the streaming gains will be offset by cancellations of DVD-by-mail rental plans, which Netflix is gradually phasing out. Hastings believes discs are becoming increasingly antiquated as technology advances. Netflix predicted its DVD subscriptions will fall from 11.2 million in December to 9.7 million in March. The company lost 2.8 million DVD subscribers in the fourth quarter.

"We expect DVD subscribers to decline every quarter forever," Hastings told analysts during a Wednesday conference call.

About 8.4 million Netflix customers subscribe to both Internet streaming and DVD rentals.

While Netflix sees its emphasis on streaming as a smart long-term strategy, the DVD attrition will hurt the company's full-year performance because Netflix's recent price increases made delivering discs through the mail more profitable ? for now.

Netflix is paying higher fees for the streaming rights to exclusive programming, as well as video already available in other outlets and formats. At the end of December, its video licensing commitments totaled $3.9 billion.

Netflix expects to produce an annual loss this year, for the first time in a decade. The company gave the first inkling of how big the setback will be with its projection for a first-quarter loss of 16 cents to 49 cents per share.

Analysts on average expect a first-quarter loss of 29 cents per share.

Netflix projected first-quarter revenue of $842 million to $877 million, compared with a forecast for $849 million from analysts.

LONDON - Danny Gabbidon headed in Shaun Wright-Phillips' corner kick in the 73rd minute, and Queens Park Rangers beat the third-tier MK Dons 1-0 in a replay Tuesday night to reach a fourth-round matchup against London rival Chelsea in the FA Cup.

Bolton also reached the last 32 of soccer's oldest knockout competition, defeating fourth-tier Macclesfield 2-0 on goals by Kevin Davies in the first minute and Martin Petrov in the 26th. Bolton will play Swansea next in another all-Premier League match on Jan. 28.

Google has made no secret of its opposition to the controversial anti-piracy measures in Congress. But now the search giant is contesting the bills by adding a protest Wednesday on its home page, the same page where those lovable Google doodles are often found.

While it's not the Internet blackout that some sites, including Wikipedia, are planning, the protest?will add to the growing chorus of voices saying the proposed laws are dangerous.

"Like many businesses, entrepreneurs and web users, we oppose these bills because there are smart, targeted ways to shut down foreign rogue websites without asking American companies to censor the Internet," Samantha Smith, a Google spokeswoman, said in a statement to msnbc.com on Tuesday. "So tomorrow we will be joining many other tech companies to highlight this issue on our US home page."

As Red Tape's Bob Sullivan wrote, opponents of the legislation ? the Stop Online Piracy Act, or SOPA, and Protect IP Act (PIPA) ? are gathering strength; previous supporters in both houses of Congress appear to be backing off, and President Barack Obama has expressed concern.?

Vote on both bills had been scheduled in the coming weeks, and it appears those votes will be delayed.

(Msnbc.com is a joint venture of Microsoft and Comcast/NBC Universal. Comcast/NBC Universal is listed as a supporter of SOPA on the House Judiciary Committee website. On Tuesday, Microsoft itself said it opposes SOPA as it is "currently drafted.")

Google executive chairman Eric Schmidt said previously that the bills "go after all the wrong problems," and threaten free speech and due process. Schmidt described the bills as technologically difficult, including "giving copyright holders the right to delete links from the Internet and criminalizing the indexing of the content by search engines," the AP reported.

"There are a whole bunch of issues involved with breaking the Internet and the way it works," he said.

Of course, that didn't stop media mogul and recent Twitter-joiner Rupert Murdoch from tweeting over the weekend that Google is a "piracy leader" that "streams movies free, sells advts around them. No wonder pouring millions into lobbying" against SOPA and PIPA.

How long it will take to bake a cake? Twenty-eight minutes or half an hour? According to a new study in the Journal of Consumer Research, most consumers would trust the 28-minute estimate, if it comes from a reliable source.

"Consumers' perception of the precision and reliability of quantitative product information looms large in their decision making," write authors Y. Charles Zhang and Norbert Schwarz (both University of Michigan). They found that consumers generally prefer more precise or "granular" information to larger units. In the case of the cake, most people perceive "28 minutes" to be more precise and therefore more reliable than "half an hour," which sounds a bit like rounding and could presumably mean a few minutes more or less. This observation has important implications for how consumers interpret quantitative information.

"Consumers perceive products as more likely to deliver on their promises when the promise is described in fine-grained rather than coarse terms and choose accordingly," the authors conclude. For example, "one year" and "12 months" refer to the same amount of time, but leave different impressions.

In one study, participants chose between GPS units: one was described as lasting "up to two hours" and another, which was heavier and more expensive, "up to three hours." "When the units' battery life was described in hours, only 26 percent picked the 'up to two hours' unitthey were concerned it might run out of power prematurely," the authors write. "But when the battery was described as 'up to 120 minutes,' more than twice as many consumers (57 percent) were happy to pick the same unit."

The granularity effect is only effective when consumers perceive the speaker to be competent and trustworthy. If they don't, the speaker's choice of words has no influence on consumer estimates.

These findings highlight that the choice of unit needs careful consideration in product descriptions and marketing communications. "A trustworthy and cooperative communicator should be as precise as possible but not more precise than warranted," the authors conclude.

Should Obama Be Impeached for Illegal Recess Appointments? (ContributorNetwork)

COMMENTARY | The Daily Caller is reporting the National Right to Work Foundation is suing President Barack Obama over controversial appointments to the National Labor Relations Board that the president says are recess appointments, but are really not strictly speaking.

The lawsuit comes on the heels of the president appointing three members of the NLRB and the chairmanship of the Consumer Financial Protection Bureau, claiming these are "recess appointments" when the Senate, which advises and consents to such appointments, was not in recess.

There is a consensus Obama acted in violation to the Constitution in making these appointments. Conservative columnist Michael Barone states Obama has defied the Constitution. Former Attorney General Ed Meese and Todd Gaziano warn the appointments are not only unconstitutional but will ultimately weaken the office of president.

In any event, President Obama has decided to mire his own government in legal bickering for at least the remainder of his term. Decisions taken by the NLRB and the CFPB will be in doubt because there is doubt that Obama's appointments to those two bodies were made legally.

President Obama, as has every president since Washington, has taken an oath to "the best of my ability, preserve, protect and defend the Constitution of the United States." By making these appointments without the advice and consent of the Senate, Obama is in violation of that oath.

If flagrantly violating the Constitution is not an impeachable offense, then nothing is. However, the chances of Obama being impeached are about the same as the lost continent of Atlantis suddenly rising from the oceans.

The House, albeit under the control of the Republicans, has no stomach for instituting impeachment proceedings. After the Bill Clinton fiasco, this is understandable. More important, the Senate will never muster the 67 votes necessary to remove Obama from office and make Vice President Joe Biden the president. One gets the impression Obama could have all of the Republican candidates for president arrested and sent to Guantanamo and the Senate Democrats will wonder what the fuss is about.

That leads to the ultimate judge of presidents -- the voters. At issue therefore is do we care if a president follows the Constitution or not? Illegal "recess" appointments may seem a small thing. But they can lead to bigger ones. At stake is what kind of government we shall have going forward.

Protesters ready igloos to Occupy Davos (Reuters)

DAVOS, Switzerland (Reuters) ? Occupy protesters with their sights set on the World Economic Forum, the annual gathering next week of the rich and powerful in the Swiss ski resort of Davos, unveiled their igloo accommodation on Monday.

When fully erected, Camp Igloo will include two heated teepees and a field kitchen alongside the ice houses to sleep about 50 people in sub-zero temperatures, activists said.

Davos, which brings together politicians, central bankers and business leaders, has become a byword for globalization.

The Occupy Wall Street movement burst onto the scene last year to focus attention on income inequality and the perceived greed of the rich and powerful. Copy-cat protests sprung up in cities around the United States and worldwide.

But authorities have cleared many tented encampments and the movement has lost some momentum during the northern hemisphere winter.

"It is the decisions of the few which have led us into the crisis of recent years and now the same people are posing as the solution to these problems," David Roth, president of the youth wing of the Swiss Social Democrats, told reporters at Camp Igloo, near the Davos train station.

"This is the wrong solution as it is undemocratic and cynical. Democracy is not only the right path for the Arab states but is also urgently needed again in the West."

The Swiss campaigners invited activists from around the world to join them at the camp, being set up with permission in a car park outside the tight security cordon that surrounds the World Economic Forum meeting.

"Don't let them decide for you! Occupy WEF!" read a banner draped across the first igloo, which took five hours to build.

Speaking at a podium made of snow blocks, Roth said they planned to build several more igloos, each sleeping two people, and pitch two heated teepees and a field kitchen.

He said he was in contact with WEF organizers to promote dialogue with delegates at the meeting.

In its Global Risk Report released last week, the WEF cited rising inequality as one of the biggest threats to the world economy in coming years.

Researchers use sugar to halt esophageal cancer in its tracks

ScienceDaily (Jan. 15, 2012) ? Scientists working at the Medical Research Council have identified changes in the patterns of sugar molecules that line pre-cancerous cells in the esophagus, a condition called Barrett's dysplasia, making it much easier to detect and remove these cells before they develop into esophageal cancer. These findings, reported in the journal Nature Medicine, have important implications for patients and may help to monitor their condition and prevent the development of cancer.

Esophageal cancer is the fifth biggest cause of cancer death in the United Kingdom and the eighth leading cause of cancer deaths for men in the United States. Moreover, the number of people diagnosed with this disease is increasing rapidly. Individuals with a pre-cancerous condition known as Barrett's esophagus are at an increased risk of developing esophageal cancer, and need to be closely monitored to make sure that the disease is not progressing.

Dysplasia offers a stage at which cancer can be prevented by removing these cells. However correctly identifying these areas has proved to be problematic, as they can easily be missed during endoscopy and biopsy, which only take samples from a small part of the esophagus. This can result in false reassurance for patients in whom their dysplasia has been missed, and conversely those without dysplasia having to undergo further unnecessary treatments.

The team, based at the MRC Cancer Cell Unit in Cambridge, was led by Dr. Rebecca Fitzgerald and included New York University's Lara Mahal, an associate professor of chemistry, and William Eng, a laboratory technician.

The researchers discovered a new mechanism for identifying Barrett's dysplasia cells by spraying on a fluorescent probe that sticks to sugars and lights up any abnormal areas during endoscopy. By analyzing the sugars present in human tissue samples taken from different stages on the pathway to cancer -- using microarray technology developed by NYU's Mahal -- they found that there were different sugar molecules present on the surface of the pre-cancerous cells. This technology uses sugar binding proteins, known as lectins, to identify changes in sugars and pinpointed carbohydrate binding wheat germ proteins as a potential diagnostic. When the wheat germ proteins, attached to a fluorescent tag that glows under a specific type of light, were sprayed onto tissue samples, it showed decreased binding in areas of dysplasia, and these cells were clearly marked compared with the glowing green background.

"The rise in cases of esophageal cancer both in the UK and throughout the Western world means that it is increasingly important to find ways of detecting it as early as possible," Fitzgerald said. "Our work has many potential benefits for those with Barrett's esophagus who have an increased risk of developing esophageal cancer."

"We have demonstrated that binding of a wheat germ protein, which is cheap and non-toxic, can identify differences in surface sugars on pre-cancerous cells," she added. "And when coupled with fluorescence imaging using an endoscopic camera, this technique offers a promising new way of finding and then treating patients with the highest risk of developing esophageal cancer, at the earliest stage."

Gunmen storm Iraq compound, kill 7 police

BAGHDAD?? Iraqi security forces on Sunday battled gunmen who detonated a car bomb before blasting their way into a government compound and killing seven policemen in a one-time Sunni insurgent hotbed, police and local government officials said.

The three-hour standoff between Shiite-dominated security forces and suspected Sunni insurgents in the Anbar province capital of Ramadi, 70 miles (115 kilometers) west of Baghdad, marked the first serious gunbattle for Iraqi forces against insurgents without American backup since the U.S. military completed its withdrawal last month.

Violence has surged since American troops left, and Iraq was plunged into a political crisis after Shiite-dominated government charged Sunni Vice President Tareq al-Hashemi with running death squads, issuing an arrest warrant against him just as the last U.S. soldiers crossed into neighboring Kuwait.

On Sunday, a court in Baghdad ruled that al-Hashemi must stand trial on terror charges in Baghdad, rejecting his request to be tried in the ethnically mixed city in Kirkuk. He has fled to the autonomous Kurdish region, out of reach of authorities in Baghdad. He believes he could get a fair trial in Kirkuk but would be in danger in Baghdad.

Al-Hashemi's Iraqiya party is boycotting parliament and Cabinet sessions since last month to protest what it sees as efforts by Shiite Prime Minister Nouri al-Maliki to consolidate power, particularly over state security forces.

The sectarian crisis in the government and the spike in attacks, like a bombing Saturday that killed more than 50 pilgrims during a Shiite procession and Sunday's assault on the government buildings, has raised concerns Iraq could return to sectarian bloodshed that killed tens of thousands of civilians after the 2003 U.S.-led invasion and brought the country to the brink of civil war just a few years ago.

On Sunday morning, five gunmen wearing military uniforms and explosive-rigged vests stormed a compound in Ramadi, two police officials said. The compound houses Ramadi police headquarters and several federal security agencies, including an anti-terrorism police task force and a detention facility where terrorism suspects are interrogated.

Before reaching the compound in central Ramadi, the gunmen set off an explosives-filled car in the eastern part of the city, in an apparent effort to draw security personnel from the heavily guarded government area, according to an Anbar government official. Comrades of the attackers were being held there on suspicion of involvement in terror attacks,

One policeman was killed and three others were injured in the blast, police and health officials said.

The officials spoke on condition of anonymity because they were not authorized to brief reporters.

Sadoun Obaid al-Jumaily, deputy president of the Anbar Provincial Council had a slightly different account of Sunday's assault. He told the AP that the five gunmen drove to the entrance of the compound. Four got out of the car and clashed with the police, al-Jumaily said.

Security forces killed two attackers, and two managed to get into the building where the suspected insurgents were being held.

"They came to free their colleagues ... that were recently detained," al-Jumaily said, adding that two gunmen got to the roof of the building. They were killed after an hour-long fight with security forces, al-Jumaily said.

The fifth attacker was killed in the blast of the explosives-packed car aimed at killing police and army troops, who were rushing to the compound the fight the gunmen, al-Jumaily said.

Six policemen were killed in the gunfight and 13 others were wounded, al-Jumaily said. Officials at Ramadi's main hospital confirmed the death toll.

Most of the latest attacks appear to be aimed at Iraq's majority Shiites, suggesting Sunni insurgents are seeking to undermine the Shiite-dominated government.

More than 145 people have been killed in attacks since the start of the year.

PepsiCo says finds trace fungicide in orange juice (Reuters)

CHICAGO (Reuters) ? PepsiCo Inc said company tests of its Tropicana orange juice showed low levels of a potentially dangerous fungicide, but levels were below federal safety concerns and did not pose a health risk.

The company said in a statement on Saturday it was conducting additional tests after the Food and Drug Administration announced on Wednesday that it would temporarily halt orange juice imports and remove any juice found to have dangerous amounts of the fungicide carbendazim.

The scare was triggered when soft-drink giant Coca-Cola Co, maker of Minute Maid orange juice, said it had discovered carbendazim in shipments from Brazil and alerted U.S. authorities about a potential industry-wide problem.

Carbendazim is used in Brazil to combat blossom blight and black spot, a type of mold that grows on orange trees.

But in the United States, its use is limited to non-food items such as paints, textiles and ornamental trees, although U.S. authorities allow trace amounts of carbendazim in 31 food types including grains, nuts and some non-citrus fruits.

The FDA said low levels of carbendazim are not dangerous and the agency had no plans for a recall.

"The results we have to date confirm that the levels of fungicide in the imported Brazilian juice we tested are below the levels the agencies said raise safety concerns," PepsiCo said. "We will continue to test, as we take this matter seriously, and we're working aggressively to address any concerns."

Orange juice futures prices hit record highs on the fungicide reports, then declined.

On Friday, U.S. health regulators cleared the way for the first shipments of imported orange juice to enter the country since January 4, when authorities began testing for the fungicide in juice products from Brazil.

The FDA said final tests confirmed that three samples of Canadian orange juice were negative for the fungicide carbendazim. Test results have yet to be announced for 28 import samples from Brazil, Mexico and Canada.

Keeping track of water makes for tricky science. It drains through soil, slips through cracks in rocks and refills underwater reserves. It bubbles up through springs and runs in rivers. Water evaporates and forms clouds; rain brings it back to earth, where it keeps plants alive and drains into the soil again.?

Scientists who study water?s movements recently reported that levels of groundwater ? water found in soil or pooled in underground reservoirs ? have been dropping for the last nine years in many places.? And that's potentially quite troubling.?

Guatemala ex-first lady told not to leave country (AP)

GUATEMALA CITY ? A judge has ordered Guatemala's former first lady not to leave the country while she is under investigation for possible misuse of government funds.

Sandra Torres has not been formally charged with any wrongdoing. But Judge Yadel Reynoso issued the order for the ex-wife of President Alvaro Colom on Thursday, two days before Colom leaves office and president-elect Otto Perez is sworn in.

Torres divorced Colom in 2011 to try to run for the president. But her candidacy was declared ineligible by the Supreme Court because the constitution bars family members of a president from running.

Torres oversaw a government anti-poverty program, and a legislator filed a criminal complaint against Torres last year alleging she misused funds.

SiriusXM Lynx satellite radio receiver hands-on

It's been a few months since we first caught wind of Sirius XM's $250 Lynx satellite radio receiver, and today at CES we finally got to see it in person. It's a solidly-built device that's about the same size as a 5th generation iPod, has an 1150 mAh battery with a microSD slot underneath a soft touch plastic back cover. The Lynx runs a heavily modified version of Android, but when we inquired about the possibility of Android Market access or non-Sirius XM apps making their way onto the Lynx, we were told that there were no such plans -- so sorry folks, no Angry Birds or Gmail to be had here. Unfortunately, Sirius XM was coy about what silicon lies beneath its touchscreen, so full specs remain a mystery. We also had a chance to see the Lynx's Bluetooth-equipped home dock and remote and a speaker dock (with remote) that works with both the Lynx SiriusXM's other sat radio units.

The interface is fairly simple. There's a pair of home screens with six self-explanatory options: Satellite, Internet, My Library, Show Finder, Bluetooth Connect and Settings options. Because of all the wireless interference on the show floor, we weren't able to fully test its functionality, but we did get a tour of some of the radio's musical features. Users can have up to 25 preset stations and set up alerts attuned to recurring shows, songs and artists to receive notifications when the content you want next plays. When the Lynx has satellite signal, it can record up to 200 hours of content from your favorite stations. Additionally, your presets have a rolling buffer so that you can always start songs streaming from the beginning no matter when you tune in. Want to know more?
